سویدن و فنلند پس از حمله روسیه بر اوکراین درخواست عضویت ناتو را دادند. تمام ۳۰ کشور عضو کنونی ناتو باید با این درخواست موافقت می‌کردند. هنگری و ترکیه تنها دو کشور در ناتو بودند که ملاحظات سیاسی در مورد پیوستن آنان به این سازمان دارند.ترکیه معتقد است که سویدن اقدام‌های کافی علیه کسانی که این کشور آنان را تروریست می‌داند انجام نداده است.
از سوی هم ینس استولتنبرگ، دبیرکُل ناتو از ترکیه و هنگری خواسته است که درخواست هر دو کشور را تصویب کنند. پارلمان های دو کشور تا هنوز در مورد سویدن رای‌گیری نکرده اند.
