امرالله صالح، معاون نخست اشرف غنی، رییس‌جمهور فراری افغانستان در پیامی خطاب به هزاره‌ها نوشته است: «زنده‌گی و آرامش شما برای گروه طالب و ملیشه‌های بی‌ادب و خشن این گروه اهمیت ندارد. این‌ها در ذات فکری خود هیچ تفاوت با داعش ندارند.»
او افزوده است که جمهوریت با همه خلاهایی که داشت انسانی می‌اندیشید و حساب‌ده بود.
آقای صالح علاوه کرده است: «در زیر سلطه گروه طالبان شما ارزش این‌را ندارید که حد اقل ملا هبت‌الله یک اعلامیه‌ای غایبانه صادر کند.»
گفته‌های آقای صالح در حالی مطرح می‌شود که در زمان حکومت اشرف غنی نیز حمله‌های مرگ‌باری در غرب کابل به‌‌ویژه در مسجد‌ها و مکتب‌های منطقه‌های هزاره‌نشین صورت می‌گرفت.
