سرگئی لاوروف، وزیر خارجه روسیه یک بار دیگر از طالبان خواستار تشکیل هرچه زودتر دولت همه‌شمول در افغانستان شد. او افزوده است که حامد کرزی و عبدالله عبدالله علاقه‌مند گفت‌و‌گو با طالبان هستند و روسیه طالبان را تشویق می‌کند که با آنان گفت‌و‌گو کند.
این گفته‌های وزیر خارجه روسیه در حالی مطرح می‌شود که روسیه حدود سه هفته پیش سفارت افغانستان در مسکو را به دیپلومات اعزامی طالبان تحویل داد.
تشکیل حکومت فراگیر، رعایت حقوق بشر به‌ویژه حقوق زنان در زمینه آموزش و کار از شرایط مهم جامعه جهانی برای به‌رسمیت شناختن طالبان است.
این در حالی‌ست که مقام‌های طالبان بارها گفته‌اند که شرایط جامعه جهانی برای به‌رسمیت شناخته شدن را برآورده کرده‌اند.
با گذشت بیش‌تر از هشت ماه از تسلط طالبان بر افغانستان تاهنوز هیچ کشوری حکومت آنان‌را به‌رسمیت نشناخته است.
