در بخشی از دکترین سیاست خارجی جدید روسیه به موضوع افغانستان نیز پرداخته شده و نگاشته شده که حل‌و‌فصل وضعیت در افغانستان، تشکیل دولت مستقل، صلح‌آمیز، بی‌طرف با یک اقتصاد و سیستم سیاسی باثبات که منافع همه اقوام ساکن در آن را تأمین می‌کند، می‌باشد.
در دکترین جدید سیاست خارجی روسیه افزوده شده که مسکو برای سیستمی از روابط بین‌الملل تلاش می‌کند که از هویت و شرایط برابر برای توسعه همه کشورها و گسترش مشارکت کشورهای در حال توسعه در اقتصاد جهانی، محافظت کند.
هم‌چنان نگاشته شده که روسیه خود را دشمن غرب نمی‌داند و خود را از آن منزوی نمی‌کند و روی این حساب می‌کند که کشورهای غربی به «بیهودگی درگیری با مسکو» پی ببرند و چندقطبی بودن را بپذیرند.
در دکترین سیاست خارجی جدید روسیه، تعمیق روابط با هند و چین با اهمیت خوانده شده و بر هم‌کاری‌های همه‌جانبه متقابل سودمند با «تمدن دوست اسلامی» به‌ویژه مصر، ایران، عربستان سعودی، سوریه و ترکیه تاکید شده است.
