“Intentionally targeting civilians is a war crime,” Blinken said.
Blinken said Department of State experts are in the process of documenting and evaluating potential war crimes in Ukraine.
Kremlin denying the remarks called the characterization “unacceptable and unforgivable rhetoric.”
In the meantime, the UN said 700 civilians including 52 children have been killed since the attack of Russia on Ukraine.
Ukraine and its western allies accuse Russia of attacking on civilians, while Russia calls its military movement in Ukraine as “special operation” and denies any attacks on civilians. But admitted that it has targeted military infrastructures of Ukraine.
